I will try to give you a better understanding of what each means but it is ENTIRELY up the Manufacturer to decide on why they mark a ball a certain quality. X-Out/X-Blem/2nd/Pro Pin and Pro CGs are legal to use in sanctioned league and tournament play as long as the 1st quality ball has been USBC approved (which is nearly 99% of the cases). X-Out/X-Blem/2nd/Pro Pin and Pro CGs can be drilled like a first but in certain situations may be limited to the types of layouts that can be used.
